    Ivory Tower Versus Corporate Lab: An Empirical Study of Basic Research and Appropriability

    We explore the use of patent citations to measure the "basicness" and appropriability of inventions. We propose that the basicness of research underlying an invention can be characterized by the nature of the previous patents cited by an invention; that the basicness of research outcomes relates to the subsequent patents that cite an invention; and that the fraction of citing patents that are assigned to the same organization as the original invention is a measure of appropriabiity. We test the validity of these presumptions by comparing the value of our measures for university and corporate patents, and find that many of the measures do conform to our a priori belief that university research and research outcomes are more basic and harder to appropriate than those of corporations. We also find some evidence that basicness of outcomes is correlated with basicness of research, and that appropriability is lower for basic outcomes.

    Changing children’s intergroup attitudes towards refugees: Testing different models of extended contact

    The present research evaluated an intervention, derived from the "extended contact hypothesis," which aimed to change children's intergroup attitudes toward refugees. The study (n=253) tested 3 models of extended contact among 5- to 11-year-old children: dual identity, common ingroup identity, and decategorization. Children read friendship stories based upon these models featuring in- and outgroup members. Outgroup attitudes were significantly more positive in the extended contact conditions, compared with the control, and this was mediated by "inclusion of other in self." The dual identity intervention was the most effective extended contact model at improving outgroup attitudes. The effect of condition on outgroup intended behavior was moderated by subgroup identity. Implications for theoretically based prejudice-reduction interventions among children are discussed

    Joint Communication and Positioning based on Channel Estimation

    Mobile wireless communication systems have rapidly and globally become an integral part of everyday life and have brought forth the internet of things. With the evolution of mobile wireless communication systems, joint communication and positioning becomes increasingly important and enables a growing range of new applications. Humanity has already grown used to having access to multimedia data everywhere at every time and thereby employing all sorts of location-based services. Global navigation satellite systems can provide highly accurate positioning results whenever a line-of-sight path is available. Unfortunately, harsh physical environments are known to degrade the performance of existing systems. Therefore, ground-based systems can assist the existing position estimation gained by satellite systems. Determining positioning-relevant information from a unified signal structure designed for a ground-based joint communication and positioning system can either complement existing systems or substitute them. Such a system framework promises to enhance the existing systems by enabling a highly accurate and reliable positioning performance and increased coverage. Furthermore, the unified signal structure yields synergetic effects. In this thesis, I propose a channel estimation-based joint communication and positioning system that employs a virtual training matrix. This matrix consists of a relatively small training percentage, plus the detected communication data itself. Via a core semi- blind estimation approach, this iteratively includes the already detected data to accurately determine the positioning-relevant parameter, by mutually exchanging information between the communication part and the positioning part of the receiver. Synergy is created. I propose a generalized system framework, suitable to be used in conjunction with various communication system techniques. The most critical positioning-relevant parameter, the time-of-arrival, is part of a physical multipath parameter vector. Estimating the time-of-arrival, therefore, means solving a global, non-linear, multi-dimensional optimization problem. More precisely, it means solving the so-called inverse problem. I thoroughly assess various problem formulations and variations thereof, including several different measurements and estimation algorithms. A significant challenge, when it comes to solving the inverse problem to determine the positioning-relevant path parameters, is imposed by realistic multipath channels. Most parameter estimation algorithms have proven to perform well in moderate multipath environments. It is mathematically straightforward to optimize this performance in the sense that the number of observations has to exceed the number of parameters to be estimated. The typical parameter estimation problem, on the other hand, is based on channel estimates, and it assumes that so-called snapshot measurements are available. In the case of realistic channel models, however, the number of observations does not necessarily exceed the number of unknowns. In this thesis, I overcome this problem, proposing a method to reduce the problem dimensionality via joint model order selection and parameter estimation. Employing the approximated and estimated parameter covariance matrix inherently constrains the estimation problem’s model order selection to result in optimal parameter estimation performance and hence optimal positioning performance. To compare these results with the optimally achievable solution, I introduce a focused order-related lower bound in this thesis. Additionally, I use soft information as a weighting matrix to enhance the positioning algorithm positioning performance. For demonstrating the feasibility and the interplay of the proposed system components, I utilize a prototype system, based on multi-layer interleave division multiple access. This proposed system framework and the investigated techniques can be employed for multiple existing systems or build the basis for future joint communication and positioning systems. The assessed estimation algorithms are transferrable to all kinds of joint communication and positioning system designs. This thesis demonstrates their capability to, in principle, successfully cope with challenging estimation problems stemming from harsh physical environments

    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful

    Environment and Climate Change Canada’s Disposal at Sea Program regulates Disposal at Sea activities with the goal of preventing marine pollution. Most of the material that is disposed of at sea is dredged material that must be moved to keep shipping channels and harbors clear for navigation and commerce. In British Columbia dredged material sometimes contains wood waste as a by-product of the wood processing industry. This presentation will provide an overview of new wood waste operating procedures being proposed for the Disposal at Sea Program, based on recommendations from a report by Azimuth Consulting Group of Vancouver, BC

    This brief article looks at the ramifications of private and corporate philanthropy having become institutionalised in the policy of Arts Council England - although couched in the rhetoric of mixed economic funding - and in the fund-raising strategies of theatres themselves (perhaps as a consequence). Philanthropic giving frequently comes with strings attached, strings tied to a much wider system of power. This, in itself, may seem a tired complaint: patronage of various kinds has been a fact of artistic life for centuries. But perhaps this complaint seems a little less tired once we ask how 'philanthrocapitalism' might be trickling through into arts funding policy, particularly in the light of the heritage from which this trickling stems. And what of the recent, but dumped plans of the current coalition government to cap philanthropic giving

    Editorial Essay: Introduction to a Special Issue on Work and Employment Relations in Health Care

    [Excerpt] This special issue of the ILR Review is designed to showcase the central role that work organization and employment relations play in shaping important outcomes such as the quality of care and organizational performance. Each of the articles included in this special issue makes an important contribution to our understanding of the large and rapidly changing health care sector. Specifically, these articles provide novel empirical evidence about the relationship between organizations, institutions, and work practices and a wide array of central outcomes across different levels of analysis. This breadth is especially important because the health care literature has largely neglected employment-related factors in explaining organizational and worker outcomes in this industry. Individually, these articles shed new light on the role that health information technologies play in affecting patient care and productivity (see Hitt and Tambe; Meyerhoefer et al.); the relationship between work practices and organizational reliability (Vogus and Iacobucci); staffing practices, processes, and outcomes (Kramer and son; Hockenberry and Becker; Kossek et al.); health care unions’ effects on the quality of patient care (Arindrajit, Kaplan, and Thompson); and the relationship between the quality of jobs and the quality of care (Burns, Hyde, and Killet). Below, we position the articles in this special issue against the backdrop of the pressures and challenges facing the industry and the organizations operating within it. We highlight the implications that organizational responses to industry pressures have had for organizations, the patients they care for, and the employees who deliver this care

    Managing disposal at sea in the Salish Sea to protect Southern Resident killer whale habitat

    The Southern Resident Killer Whale (SRKW) population is listed as Endangered under Canada’s Species at Risk Act. As part of its Ocean Protection Plan, Canada is taking action to protect SRKW and their defined Critical Habitat in the Salish Sea. Identified threats to SRKW include noise from vessels, availability of prey, and contaminants. Through the Canadian Environmental Protection Act (CEPA), Environment and Climate Change Canada (ECCC) assesses and permits the disposal of waste at sea, including disposal at a designated site in SRKW habitat. As well, ECCC conducts regular, required monitoring at disposal sites. The monitoring program holds several years of scientific data and reports on contaminant levels in sediment, as well as data on sediment physico-chemistry, benthic invertebrate populations, sediment stratigraphy, hydrology and other parameters for its disposal sites. This talk will discuss research findings from ECCC disposal site monitoring, and ECCC activities to protect SRKW habitat from contamination, with a particular focus on findings and management actions with respect to polychlorinated biphenyls (PCBs). Emerging Contaminants, managing noise from Disposal at Sea activities, and engagement with indigenous peoples will also be discussed
